Deadline Approaches for Uninsured Residents to Use Colorado’s Tax Time Enrollment Program

New Program Connecting Tax Filers to Health Coverage Ends April 15

DENVER— Colorado’s new Tax Time Enrollment Program that connects uninsured tax filers to health coverage is coming to a close this Friday, April 15. Due to a state law passed in 2020, this tax season was the first in which residents could mark on their Colorado tax form that they were uninsured and interested in getting connected to coverage with Health First Colorado (Colorado’s Medicaid program) or Connect for Health Colorado, the state’s official health insurance marketplace.

“No matter whether you qualify for coverage with Health First Colorado or for plans with financial help on our marketplace, I encourage residents and tax preparers to check that box by April 15th,” said Connect for Health Colorado’s Chief Executive Officer Kevin Patterson. “We’re here to help connect you to free and low-cost health coverage options.”

How It Works

Uninsured tax filers can check of a box on their state tax form to say that they or someone in their family is uninsured and to opt-in to share their information with Connect for Health Colorado. By doing so, residents can qualify for a 60-day Special Enrollment Period with Connect for Health Colorado or be connected to coverage with Health First Colorado (Colorado’s Medicaid program). People must file their Colorado state tax form and select the new checkbox option on their return by Friday, April 15 to qualify for this Special Enrollment Period, regardless of the tax filing extensions.

Other Enrollment Opportunities

Coloradans who don’t qualify for the Tax Time Enrollment Program or who miss Friday’s deadline might be eligible to sign up for health insurance now if they experience a qualifying circumstance, like losing health insurance from their job, moving to Colorado, certain changes to income and more.

Customer Service representatives, Assisters and certified Brokers are available and ready to help residents figure out which Special Enrollment Period they may qualify for and how to enroll. Contact Connect for Health Colorado at 855-752-6749 or ConnectforHealthCO.com to enroll and find local enrollment assistance.

Residents can enroll in coverage through Health First Colorado (Colorado’s Medicaid program) or the Child Health Plan Plus (CHP+) program any time during the year if they qualify.

Federal and State Health Insurance Subsidies Boosted Enrollments on Colorado’s Exchange

Record number of Coloradans enrolled during the annual enrollment period

DENVER— In a report released today, the state’s official health insurance marketplace, Connect for Health Colorado, attributes record enrollments this past Open Enrollment Period to federal and state policy changes making health coverage more affordable.

Connect for Health Colorado offered health insurance savings to thousands more customers thanks to the American Rescue Plan Act of 2021, which gave people more premium tax credit assistance, and Colorado’s Health Insurance Affordability Enterprise, which ran a program to give people more healthcare discounts when they use their plan.

By the end of the Open Enrollment Period in January, nearly 200,000 Coloradans had signed up for a health insurance plan that provides coverage in 2022; the soonest Connect for Health Colorado has ever hit this enrollment milestone.

And, since the enrollment period ended mid-January, an additional 9,787 people have signed up for a health plan using a Special Enrollment Period. That means Connect for Health Colorado has enrolled more people this year than in any previous year of our operation.

“Since we know that cost is a barrier to getting covered, I’m pleased that the substantial increase in savings resulted in more people enrolling than ever before,” said Chief Executive Officer Kevin Patterson. “The record number of enrollments we’re seeing is also a testament to customer service and system improvements and the diligent work of our statewide enrollment assistance network.”

Curious about other findings from the enrollment report? We’ve broken down the key takeaways for Coloradans looking for affordable health coverage and considering using Connect for Health Colorado:

  • People who use Connect for Health Colorado can qualify for financial help and save money on health insurance costs. On average, people who qualified for financial help are paying $124 per month for their health insurance coverage; down nearly $30, or 18 percent, over last year’s average.
  • Customers with a certain income and who enroll in a Silver-level plan qualify for even richer plan benefits. Approximately 25,000 customers qualified for additional healthcare discounts on their plan through a new state-funded program.
  • Customers can get expert enrollment help to choose a plan. In fact, 50 percent of all enrollments were completed through a certified Broker. Additionally, one in five enrollments completed through an Assister were conducted in a language other than English (with the majority of those conducted in Spanish).
  • Going to an Enrollment Center increases the likelihood that customers use the financial help they are eligible for. This Open Enrollment,83 percent of all Enrollment Center customers used financial help to lower costs. In comparison, 75 percent of all customers who signed up for a plan used financial help.

The report also includes more detailed information about changes to premium costs and financial help by county, the improved customer experience and marketing and outreach tactics to reach eligible Coloradans.

Connect for Health Colorado publishes monthly updates on total medical enrollments, as we continue to enroll Coloradans throughout the year.

Thousands of Coloradans Are Using Special Enrollment Periods to Sign Up for Health Insurance

Uninsured Residents Can Enroll in Health Coverage Now

DENVER – The state’s official health insurance marketplace, Connect for Health Colorado, reports that more than 6,000 Coloradans have signed up for a health insurance plan since the annual enrollment period closed mid-January using Special Enrollment Periods; about 1,000 enrollments per week. That brings Colorado’s total marketplace enrollments for the 2022 coverage year to nearly 205,000; a milestone that Connect for Health Colorado didn’t see until July last year.

Just days after closing this year’s regular annual health insurance enrollment period, Connect for Health Colorado announced it was re-opening for uninsured residents who had been impacted by the Marshall Fire or by the COVID-19 pandemic to sign up for health insurance. This is the third year that Colorado’s health insurance marketplace has opened Special Enrollment Periods for uninsured residents.  Residents can use this Disaster Relief Special Enrollment Period through Wednesday, March 16th. Additionally, if uninsured residents check a box on their state tax return, they might also be eligible to enroll.

“The sustained level of enrollments tells me there’s an ongoing need for Coloradans to feel that their health and finances are protected in these times; we opened this Disaster Relief Special Enrollment Period to respond to our communities’ needs,” said Connect for Health Colorado’s Chief Executive Officer Kevin Patterson. “If you’re looking for affordable health insurance options, I encourage you to contact us today. We’ll figure out which Special Enrollment Period you can use and connect you to application assistance as you need it.”

See if you can enroll through a Special Enrollment Period today

If you miss or don’t qualify to use the Disaster Relief Special Enrollment Period, there are still several ways to qualify to enroll now:

  • People can enroll in Health First Colorado (Colorado’s Medicaid program) and the Child Health Plan Plus (CHP+) program any time during the year if they qualify.

Colorado Launches Tax Time Enrollment Program for Health Coverage

A new way to get health insurance outside of the annual enrollment period

Denver – There’s something new that Coloradans can look forward to when filing their 2021 State tax return—an opportunity to enroll in free or low-cost health coverage.

Thanks to a state law passed in 2020, starting this tax season, residents can mark on their Colorado tax return that they are uninsured and interested in finding out if they qualify for free or low-cost health coverage. With the check of a box, uninsured tax filers opt-in to share their information with Connect for Health Colorado, the official health insurance marketplace. By doing so, they can qualify for a special enrollment period with Connect for Health Colorado or be connected to coverage with Health First Colorado (Colorado’s Medicaid program). Residents must file their Colorado state tax return and select the new checkbox option on their return by April 15th to qualify for this special enrollment period.

“More Coloradans than ever have access to the affordable, equitable, high-quality health care they need,” said Lt. Governor and Director of the Office of Saving People Money on Health Care Dianne Primavera. “This is an exciting opportunity to help even more Coloradans get covered, and I encourage all those who are eligible to mark the box on their 2021 tax returns and learn more.”

“The Department of Revenue is honored to partner with Connect for Health Colorado on this important initiative,” said Executive Director Mark Ferrandino. “Working together to serve Coloradans is the foundation of our mission and we are innovating new ways to meet our customers where they are.”

“This tool will help reduce the uninsured rate by connecting eligible but not insured residents to affordable coverage,” said Connect for Health Colorado’s Chief Executive Officer Kevin Patterson. “We are here to inform Coloradans about free and reduced-cost health coverage options. I encourage residents and tax preparers to check that box and take advantage of this new sign-up opportunity this tax season.”

“A pandemic is no time to be without health insurance,” said Kim Bimestefer, Executive Director for the Department of Health Care Policy & Financing. “Our Department is now covering 1 in 4 Coloradans, or 1.6 million people. With zero premiums, no deductible and very low copays, Health First Colorado, as well as our other safety net programs like Child Health Plan Plus, are here to cover Coloradans who qualify. Checking the box will help connect you to our coverage options.”

Other Enrollment Opportunities

People who don’t use or qualify for the Tax Time Enrollment program might be eligible to sign up for health insurance now if they have a different qualifying circumstance, like losing employer-sponsored health insurance or being affected by the Marshall Fire or by COVID-19.

Representatives, Assisters and certified Brokers are available and ready to help residents figure out which special enrollment period they may qualify for and how to enroll. Contact Connect for Health Colorado at 855-752-6749 or ConnectforHealthCO.com to enroll and find free, local enrollment assistance.

Residents can enroll in coverage through Health First Colorado (Colorado’s Medicaid program) or the Child Health Plan Plus (CHP+)program any time during the year if they qualify.

Nearly 200,000 Coloradans Signed Up for Health Insurance During Annual Enrollment Period

Special enrollment opportunities and enrollment assistance still available

DENVER – Connect for Health Colorado, the state’s official health insurance marketplace, reports that 198,412 Coloradans signed up for a health insurance plan by the end of the Open Enrollment Period. This is an increase of more than 18,000 enrollments, or 10 percent, above last year’s end of Open Enrollment total, and is the highest end of Open Enrollment total since Connect for Health Colorado opened for business in 2013.

Three out of four customers who signed up for a plan qualified for health insurance savings via tax credits. Thanks to the American Rescue Plan Act of 2021, an individual can save an average of 52 percent on their monthly premium after financial help is applied.

“The record level of enrollments we’re seeing tells me that people are finding plans in their budget and that our sign-up process is smoother than ever before,” said Chief Executive Officer Kevin Patterson.

While the annual enrollment period has ended, uninsured residents who have been impacted by the recent fires in Boulder County or by COVID-19 can access a new Disaster Relief Special Enrollment Period now through March 16, 2022.

“While the regular Open Enrollment Period is complete, we opened our doors again. We’re here to make sure those who find themselves affected by the recent Marshall Fire and the pandemic can get the coverage and care they need,” Patterson said.

“The American Rescue Plan helped make health care more affordable and accessible for nearly 200,000 Coloradans. That is what progress looks like,” said Colorado Senator Michael Bennet. “As we continue to face ongoing challenges as a result of COVID-19 and the Marshall Fire, I’m grateful that the enrollment deadline has been extended to ensure more families can get covered this year.”

“These numbers prove Connect for Health Colorado is a success story,” said Colorado Senator John Hickenlooper. “Congress needs to keep premiums low to make health care an affordable reality for every Coloradan.”

Additional Enrollment Opportunities and Assistance

Qualifying events, like certain household changes or losing health insurance from a job, also open a 60-day Special Enrollment Period for residents who need health insurance or want to change their plan. People can enroll in Health First Colorado (Colorado’s Medicaid program) and the Child Health Plan Plus (CHP+) program any time during the year if they qualify.

Colorado Opens a Health Insurance Special Enrollment Period for Residents Impacted by Recent Wildfires and COVID-19

Residents affected by disasters can enroll in health coverage now

DENVER– Due to the fires in Boulder County on December 30, 2021 and the rapid increase in COVID-19 cases due to the Omicron variant, Colorado is opening a Disaster Relief Special Enrollment Period. Uninsured residents who have been impacted by these disasters can access the Special Enrollment Period now through March 16, 2022.

We are here to help every step of the way.”

“The spike in COVID-19 cases and the fires in Boulder County have been a one-two punch for many Coloradans. And both events impact people’s physical and mental health, making health insurance coverage so important,” said Colorado’s Insurance Commissioner Michael Conway. “People are still sorting through the effects of COVID-19 and the fires, and we know there will be long-term consequences, meaning that if you or your family need health insurance, now is the time to enroll.”
