Preliminary Health Insurance Rates Reveal More Plan Choice and Stable Costs in 2022

DENVER — Yesterday, the Colorado Division of Insurance (DOI) released preliminary rate filings for 2022 health insurance plans, which show premium prices in the individual market (non-employer coverage) increasing an average of 1.4% statewide over 2021 premiums. Connect for Heath Colorado® Chief Executive Officer, Kevin Patterson, released the following statement in response to the preliminary data:

“I’m pleased with the stability we’re seeing in health insurance plan prices. Affordable premiums translate to more people enrolling and staying covered next year. I’m also encouraged by the trend of more companies expanding into more counties and providing folks with better choice. Making coverage accessible to people in all areas of our state, especially rural and mountain communities that haven’t had meaningful plan choices historically, is one of our priorities. We are here to help Coloradans.”

The same eight companies from 2021 are returning to offer plans for 2022. And many Connect for Health Colorado customers can expect increased plan choice when they shop for 2022 coverage. The health insurance companies’ proposed expansions for 2022 will leave only one county with a single insurance company available— down from 10 counties in 2021, and 22 counties in 2020.

Insurance companies must submit the rates that they want to charge consumers, in addition to any insurance plan changes to the DOI annually. The final, approved plans and premiums will be available mid-October.

Colorado’s Health Insurance Marketplace Maintains Enrollment Momentum

There’s still time to enroll  

DENVER — As of Wednesday, July 7, 205,813 Coloradans have signed up for a plan that provides coverage this year through Connect for Health Colorado. That’s an additional 5,000 enrollments since last month when Connect for Health Colorado announced its Marketplace had reached a historic enrollment milestone for the 2021 plan year.

“The sustained level of sign-ups— at least 1,000 per week over the past five months— tells me we’re addressing the real need for affordable health insurance that protects people when they seek care,” said Chief Executive Officer Kevin Patterson. “If you’re still uninsured, or you’re looking for a health plan in your budget, contact us right away. We’re here to make the process as easy as possible to help you find the plan that meets your needs.”

Connect for Health Colorado re-opened its doors to uninsured residents Feb. 8 and began providing increased savings on health plans, including $0 plans for unemployment recipients, in April. Enrollment remains open until Sunday, August 15, 2021.

$0 and Low-Cost Plans Are Available
If you’ve collected unemployment benefits starting in 2021, even for just one week, you may qualify for $0 per month premium options. These extra savings for unemployment recipients are only available for the 2021 plan (calendar) year.

Many people currently enrolled in a plan through Connect for Health Colorado may qualify for more savings, even those who weren’t eligible in the past because of their income. In fact, three out of four customers can find a plan for $25 per month or less.

U.S. Supreme Court Upholds the Affordable Care Act

Coverage protections, financial help and many other programs continue as part of law that has helped millions of Coloradans 

Today, the United States Supreme Court announced its 7-2 decision in California v. Texas, No. 19-840, to uphold the Affordable Care Act (ACA), now covering 31 million Americans.

We are pleased with the Court’s decision to uphold the Affordable Care Act. This is welcome news to more than 500,000 Coloradans who have gained access to quality health care coverage through Medicaid expansion,” said Kim Bimestefer, executive director of the Department of Health Care Policy & Financing. “This coverage expansion is more important than ever, given the COVID-19 pandemic and economic downturn, which has caused many Coloradans to lose their jobs and with that their employer-sponsored health insurance coverage.” 

Through the ACA, the federal government provides about 90 cents on every coverage dollar, making the decision to expand Medicaid very affordable.  Since the implementation of the Affordable Care Act, Colorado has received approximately $10 billion in federal funds to pay for coverage for Coloradans under the ACA’s Medicaid expansion provision – $1.7 billion last year alone. 

Beyond allowing states to expand their Medicaid programs, the Affordable Care Act included many other changes such as protections for coverage for individuals with preexisting conditions, coverage for individuals up to age 26 on their parent’s health insurance plans and authorizing state-based marketplaces for consumers to shop for coverage and qualify for financial assistance to reduce the cost of premiums.  Colorado launched its own marketplace, Connect for Health Colorado.  

Today’s decision means that families can have more peace of mind when it comes to their health coverage and protecting their health and finances,” said Kevin Patterson, Chief Executive Officer of Connect for Health Colorado, the state’s Marketplace. “Our focus continues to be to get people covered and to provide them with as much assistance as possible, so that health insurance isn’t something they have to worry about. I also want to encourage people who find themselves uninsured or in need of more affordable options to reach out to Connect for Health Colorado now. We’re offering more savings than ever before and are keeping our doors open through at least August 15. We have already enrolled more than 200,000 Coloradans this year.”

Standardized Health Plans to Provide Better Choice to Coloradans Beginning in 2023

DENVER — Today, Governor Jared Polis signed HB21-1232, Standardized Health Benefit Plan Colorado Option, into law. Kevin Patterson, Chief Executive Officer of Connect for Health Colorado, the state’s official health insurance marketplace, released the following statement:

“The availability of standardized plans will provide Coloradans with even better plan choice and more competitive benefits. As Colorado’s Marketplace, it’s our responsibility to make it as easy as possible for people to understand their options and enroll in the right plan for their needs, and this bill helps make that job a little easier. I’m looking forward to seeing the good ideas from our business, insurance and advocate partners as they develop the details of the plan. We stand ready to implement this exciting, new initiative on our Marketplace.”

Next, the bill will undergo the rulemaking process, during which Colorado’s insurance commissioner will collaborate with stakeholders to develop the details of the standardized plan. The standardized plans will be offered on Connect for Health Colorado’s Marketplace, with plan benefits beginning as early as Jan. 2023.

Connect for Health Colorado Hits Historic Enrollment Milestone for 2021 Plan Year

Thousands More Coloradans Have Health Coverage Thanks to Extended Enrollment Window and New, Federal Law

DENVER — As of Monday, June 7, 200,119 Coloradans have signed up for a plan that provides coverage this year through Connect for Health Colorado, the state’s official health insurance marketplace. That is a historic number of enrollments in a plan year for Connect for Health Colorado since opening for business in 2013.

Just over 20,000 of this year’s enrollments occurred since Connect for Health Colorado re-opened enrollment in Feb. 2021, and half of those sign ups occurred since the organization began offering expanded subsidies under a new, federal law in April 2021.

“Connect for Health Colorado is thrilled to offer more savings and more time to enroll than ever before,” said Chief Executive Officer Kevin Patterson. “I urge folks who are seeking health insurance to connect with one of our plan experts or Enrollment Centers to find lower costs, especially those who didn’t qualify in the past. 17,000 More Coloradans Signed Up for Health Insurance Since Colorado’s Exchange Re-Opened Twelve Weeks Ago

Enrollment Remains Open Until At Least Aug. 15

DENVER17,282 Coloradans have signed up for a health insurance plan since Connect for Health Colorado re-opened enrollment on Feb. 8, with more than 7,500 sign ups in the last month alone. That uptick in enrollments coincides with the date that Connect for Health Colorado began offering increased savings on health insurance to residents of all income ranges following the passage of the American Rescue Plan.

“We’re here to provide relief to families who are figuring out their health insurance options at a time when the need for coverage has never been greater,” said Chief Executive Officer Kevin Patterson. “If you are looking for plans in your budget, now is the time to check out Connect for Health Colorado. Connect for Health Colorado Offers More Savings to More Coloradans on Health Insurance Costs

DENVER — Starting today, Thursday, April 15, Coloradans seeking health insurance can access more savings as a result of the American Rescue Plan (also known as the “COVID relief package”) when they shop through Connect for Health Colorado®. The American Rescue Plan expanded financial help for health insurance plans that people buy via the federal and state health insurance exchanges through 2022. And, for the first time, ever, Colorado individuals and families of all income ranges can qualify for reduced premiums.

“We’re ready and eager to provide these savings to more Coloradans who need relief right away,” said Chief Executive Officer Kevin Patterson. “I encourage those who need coverage to sign up. If you were unable to obtain financial help in the past, now is the time to re-apply. You might be surprised how much you can save.”

What’s Different Now?

  • There is more financial help available to more Coloradans for health insurance.
    • One out of five (21%) customers could potentially have a $0 premium if they were to stay with their current plan.
    • Two out of three (64%) customers could potentially have a $0 premium if they were to enroll in the lowest cost plan available to them.
    • Three out of four people could potentially have a $25 premium or less if they were to enroll in the lowest cost plan available to them.
  • People who were making too much money before may now qualify for financial help to reduce premiums.
  • Anyone who has received unemployment benefits for at least one week in 2021 may qualify for $0 and low-cost 2021 health insurance premium options when they shop through Connect for Health Colorado. The amount of financial assistance we provide will cover the entire cost of the second-lowest-cost Silver plan, but you can put that amount of help toward any plan available to you.

You can submit a new application for financial help beginning today. Connect for Health Colorado is keeping enrollment open to anyone who needs health insurance through at least Aug. 15, 2021. But remember that the sooner you enroll, the sooner your coverage begins.

More Coloradans Than Ever Are Using Colorado’s Exchange to Get Covered

DENVER — In a report released today by Connect for Health Colorado®, nearly 180,000 Coloradans signed up for a health insurance plan by the end of the Open Enrollment Period on Jan. 15 for 2021 coverage. The new report includes more detailed information about changes to premium costs and financial help by county, the improved customer experience and our outreach tactics. 

And, since re-opening enrollment for uninsured Coloradans on Feb. 8, an additional 9,971 people have signed up for a health plan. That means Colorado’s Exchange has enrolled more people this year than in any previous year of our operation, and enrollment continues to remain open through at least Aug. 15.    

“I’m so pleased by the response we’ve seen to keeping our doors open and knowing that more Coloradans have access to health care this year,” said Chief Executive Officer Kevin Patterson. “I continue to remind people who need coverage to sign up now. We have experts ready to help you and your family navigate your health coverage options.”

Curious about other findings from the enrollment report? We’ve broken down the key takeaways for Coloradans looking for affordable health coverage and considering using Connect for Health Colorado:

  • People who use Connect for Health Colorado can qualify for financial help and save money on health insurance costs. On average, people who qualified for financial help for this year are paying $152 per month for their health insurance coverage.
  • There’s more health insurance plan choice than ever before. Eight health insurance companies, plus two cooperative alliances, are offering a total of 159 medical plans through our Marketplace.
  • There’s a lot of enrollment assistance available, and people are using it to get covered. We have 919 Brokers and Assisters in total across the state helping people enroll this year. 58% of all customers used a Broker to help them enroll and pick the right plan, and 6% of customers went to a community-based Assister for expert application help.
  • Using an Enrollment Center increases the likelihood you’ll get the financial help you qualify for. Guided by our plan experts- Brokers and Assisters- in local communities, customers who connected with an Enrollment Center received help at a higher rate (77% statewide, 81% in rural areas) than the overall rate of 69%. 
  • Coverage for people in rural counties is increasingly affordable. For a second year in a row, the majority of the largest increases in enrollments came from rural counties. Customers receiving financial help in rural counties paid slightly less ($151) for their selected plan premiums than customers receiving financial help in urban counties ($153).
  • More people are returning to Colorado’s Exchange to get covered each year. 83% of our customers returned to our Marketplace to find quality, affordable coverage to protect their health and finances this year.
