Advancing Technology to Improve the Customer Experience

Connect for Health Colorado is excited to announce that it is making major improvements to the way Coloradans apply for financial help (Premium Tax Credits and Cost-Sharing Reductions) to lower their monthly health insurance costs.

In past years, Connect for Health Colorado partnered with the state on a joint application that allowed users to apply and be screened for multiple state and federal assistance programs, including financial help through Connect for Health Colorado. This led to a rather lengthy and cumbersome application, especially for our customers that were not interested in and/or not eligible for these programs. In an effort to improve and streamline the customer experience, the Marketplace is developing its own system to determine eligibility for financial help.

Rest assured, Connect for Health Colorado remains committed to helping ALL Coloradans access health coverage. As such, we will continue our close partnership with Health First Colorado (Colorado’s Medicaid Program) to ensure that customers who actually qualify for Health First Colorado This new system will be funded, developed and maintained entirely by Connect for Health Colorado and ready to use in time for the next Open Enrollment Period which begins November 1, 2018.

  • Communications to our customers regarding eligibility, requests for information and other important information, will come directly from Connect for Health Colorado. This will give us the ability to communicate more quickly and provide our customers with the information that is most relevant to their situation.

What Is It Not?

  • Making significant changes to how individuals apply for Health First Colorado (Colorado’s Medicaid Program) and other state and federal assistance programs.
  • Changing eligibility rules and guidelines.

Why Are We Doing It?

  • To help our customers more easily apply for financial help and enroll in health insurance.
  • To have greater control over making system enhancements and troubleshooting with more speed and flexibility.

What Is Changing?

  • Our customers will have a new, shorter and simplified way to apply for Premium Tax Credits and Cost Sharing Reductions.
  • Communications to our customers regarding eligibility, requests for information and other important information, will come directly from Connect for Health Colorado. This will give us the ability to communicate more quickly and provide our customers with the information that is most relevant to their situation.

What Is Not Changing?

  • Mixed eligibility households will still report all changes and do their annual redetermination in PEAK/CBMS. Connect for Health Colorado’s Medical Assistance (MA) Site will provide support for case maintenance on Advanced Premium Tax Credit/Cost Sharing Reduction-only and mixed eligibility households.
  • Noticing for Medicaid and CHP+ will continue to be sent from CBMS.
  • Individuals who have their application information verified in CBMS will not need to provide those same verifications to Connect for Health Colorado.

Still “No Wrong Door”

Individuals who apply through Connect for Health Colorado and are found to be Medicaid eligible will be routed to PEAK/CBMS and individuals who apply through PEAK and are found to be eligible for Advanced Premium Tax Credits and Cost Sharing Reductions will be routed to Connect for Health Colorado.
